In the early hours of this morning, the Daily Mail published an astonishing attack on Facebook under the title “I posed as a 14-year-old girl on Facebook. What followed will sicken you.”
Here’s the opener:
Even after 15 years in child protection, I was shocked by what I encountered when I spent just five minutes on Facebook posing as a 14-year-old girl. Within 90 seconds, a middle-aged man wanted to perform a sex act in front of me.
I was deluged by strangers asking stomach-churning questions about my sexual experience. I was pressured to meet men with whom I’d never before communicated.
So I wasn’t surprised that a vulnerable teenager, Ashleigh Hall, was groomed on Facebook before being brutally raped and killed.
The article is written by Mark Williams-Thomas. Here’s his biog:
Mark is a former police detective who has far-reaching experience of working at the centre of high profile investigations. During Mark’s police service, he specialised in child protection and major crime and he is renowned throughout the UK’s police forces as well as the national media for his expertise in these areas.
It’s an odd story. Facebook isn’t really a chat site – and it’s certainly not Chatroulette, where there are plenty of men ready and waiting to jack off in front of you (sfw). Presumably Williams-Thomas set his privacy settings to zero and befriended loads of strangers. But how did those strangers find him (her) so quickly?
Fast forward twelve hours and the online version of Williams-Thomas’s article has undergone some editing. New title: I posed as a girl of 14 online. What followed will sicken you. And new text, with Facebook replaced with an unnamed ’social networking site’.

So what gives? If it was Facebook that Williams-Thomas was using, then why turn so coy? And if it wasn’t, how on earth could the Mail have pretended it was?

So why was Facebook named in the first place?
Update 2: Apparently the story – with Facebook named – was a front page splash in the print edition, and then a double page spread inside.
Update 3: Just had a call from Facebook – they’re incandescent and say that:
- Williams-Thomas claims that he was 100% clear that his social network experiment had not involved Facebook.
- When the Mail sent him a first draft of the story with Facebook named, he asked for them to make a correction.
- Even so, they went ahead and published a story their own expert had warned them was untrue.
When Facebook protested, the Mail corrected the online story, but not the printed version, which had already hit the news stands. Their online retraction failed to include any apology or explanation of their mistake.
Facebook says that legal action against the Mail is pending. What an extraordinary piece of negligence and/or malice from the paper!

One, Theresea Evans, asked the former prime minister to look her in the eye and say sorry for the loss of her son.
Evans, from Llandudno, North Wales – whose 24-year-old son, Llywelyn, died in a Chinook helicopter crash in 2003 – said: "I would simply like Tony Blair to look me in the eye and say he was sorry. Instead, he is in there smirking."
Anne Donnachie, from Reading, Berkshire, whose 18-year-old son, Paul, was killed by a sniper in 2006, said she blamed Blair for his death.
"From what I have heard this morning, he is just denying everything," she said. "He will just not face up to the facts. I believe he made a massive mistake when he sent my son to Iraq."
Sarah Chapman, from Cambridge, whose brother, Sergeant Bob O'Connor, died five years ago, said it would be better if Blair was facing the families rather than sitting with his back to them as witnesses are required to do.
"He is being very adamant about his views, as we expected, but it is clear he did not share all the papers before the invasion with the rest of his cabinet," she said.
"I am disgusted by that. It is obvious he acted alone."
Anti-war protesters outside the inquiry were denied a chance to direct their chants at the former prime minister in person when he used a side entrance to make his way into the inquiry.
When he began giving evidence inside the QEII Centre in Westminster, a building fortified with steel barriers and lines of police, campaigners stopped their chants of "war criminal", turned their backs and began listening as the names of civilians and military personnel killed in the conflict were read out.
The crowds dissipated at the end of the morning, but numbers were expected to build again towards the end of the afternoon when the session ends and Blair leaves the inquiry.
For many, today will be the last in a line of protests against the Iraq war which began when up to two million people took to the streets to march against the invasion almost seven years ago.
"He [Blair] does not have the integrity to come and face the people," Lindsey German, the convener of the Stop the War Coalition, said. "Sliding in by a back door entrance is typical of his lies, deceit and evasion."
Andrew Murray, the chairman of the anti-war group, added: "This cowardly and deceitful entrance is typical of how the former prime minister sold the war to the country – behind the backs of the public."
Scotland Yard said there were at least 250 protestors and reported that officers had made no arrests.
By 9am, around 300 mainly older activists had gathered by the building in the cold and rain.
One of the first to arrive, at 7am, was Noel Hamel, the 67-year-old chair of the Kingston Peace Council. He had woken in the early hours in order to get to central London by bus and tube.
A disenfranchised former Labour party member who campaigned for Blair in 1997, he said: "I was out there knocking on doors, proposing motions.
"I just couldn't have imagined a Labour government taking us to a war of this kind while being so deceitful about it."
As word spread that Blair had already entered the centre, chants of "Tony Blair, to the Hague" began.
Ruby Lescott, another ex-Labour supporter in her 60s, said her "deep-rooted, immovable rage" was not only directed at Blair but also at his closest ministers.
"The cabinet – most of them – were reluctant about [the war]," she added. "The Labour government has eroded the virtues of our parliamentary system."
Among the few younger faces in the crowd, Lois Clifton, 19, and Emma Clewer, an 18-year-old fellow LSE university student, admitted their attempts to leaflet for the protest had been disappointing.
"We needed more people here," Clewer said. "It's a chance for people to show their anger."
During the start of the invasion, both were in their early teens and recalled the marches.
"There were a lot of walkouts at school," Clifton said. "I wasn't as aware as I am now ... but I knew what was happening was wrong."
A heavy police presence, including officers from the Metropolitan police's specialist Territorial Support Group, watched from behind barricades surrounding the centre.
As is common at protests, Forward Intelligence Team surveillance officers jotted down notes of what speakers were saying.

Fresh evidence has emerged that Tony Blair's discredited Iraqi arms dossier was "sexed up" on the instructions of Alastair Campbell, his communications chief, to fit with claims from the US administration that were known to be false.
The pre-invasion dossier's worst-case estimate of how long it would take Iraq to acquire a nuclear weapon was shortened in response to a George Bush speech.
As Campbell prepares to appear before the Iraq inquiry on Tuesday, new evidence reveals the extent to which – on his instructions – those drafting the notorious dossier colluded with the US administration to make exaggerated claims about Saddam Hussein's weapons of mass destruction.
In a keynote speech to the UN on 12 September 2002, Bush claimed: "Should Iraq acquire fissile material, it would be able to build a nuclear weapon within a year." This contradicted the first draft of the British dossier, drawn up two days earlier, which stated that it would take "at least two years" for Iraq to get the bomb.
The Cabinet Office has disclosed under the Freedom of Information Act that those who drafted the dossier were immediately asked to compare British claims against the US president's speech. The next day the dossier's timescale was halved to claim Iraq could get the bomb in a year.
A Foreign Office official who helped draft the dossier, Tim Dowse, told the Chilcot inquiry that disputed claims that Iraq had acquired special aluminium tubes for a nuclear programme were included because the US vice-president, Dick Cheney, had publicly referred to them.
Both changes to the weapons dossier were part of a detailed process of comparing the British claims with US statements and those in a forthcoming CIA dossier. The comparisons were made on the express instructions of Campbell. He told the joint intelligence committee (JIC) chairman, John Scarlett, in a memo on 9 September 2002, that the British dossier should be "one that complements rather than conflicts with" US claims.
Documents that the information commissioner ordered to be released last year show that the drafters of the UK dossier compared its claims closely with the CIA dossier and raised possible contradictions over estimates of Iraq's capabilities.
The commissioner also accidentally released a secret list of documents that he allowed the government to withhold on national security grounds. These included an email dated 13 September 2002 "covering a copy of a Bush speech to compare with UK dossier claims". The Cabinet Office has confirmed the speech was the one Bush gave to the UN the day before.
A new draft of the British weapons dossier virtually eliminated the difference between the US and UK positions. When Blair presented the dossier to parliament 11 days later, he said that Iraq might get the bomb in "a year or two".
The JIC, which prepares formal intelligence assessments, considered the scenario so unlikely that it did not estimate how long it might take.
New evidence has also emerged of Scarlett's extensive US consultation on the dossier. On the same day as the Bush speech, Scarlett met political and intelligence officials in Washington to discuss the dossier, according to a previously classified US state department memo.
The government has sought to conceal evidence of Scarlett's consultations with the US over the dossier. One email sent to Campbell was disclosed to the Hutton inquiry with a sentence blacked out. It was later disclosed that the sentence was: "Clearly John will be speaking to US."

The television campaign, for Johnson & Johnson, promoted the company's Clean and Clear Spot Control Kit.
The campaign, created by ad agency DDB London, cited a trial with 30 girls using "before and after" shots and their testimonials to show the effectiveness of the anti-spot cream. "A clinical study showed 100% of people had improvement in just one day," ran a voiceover. "After four weeks, they all had fewer spots, reduced redness and much clearer skin."
The Advertising Standards Authority received two complaints challenging whether the images of the actresses "before and after" could be achieved using the product.
Johnson & Johnson said that the girls used were over 16 and were not models or actors. In the before shots all makeup, except eye makeup, was removed. However, for the "after" shots, Johnson & Johnson admitted that a "light powder" was applied to the girls' skin to "remove shine from the T-zone" of the face.
The company said it did this to make sure that "the shininess did not detract from the results on the improved clarity of skin". Johnson & Johnson said that the shots were representative of the results that can be achieved with the product.
However, the ASA said that it "noted a marked difference in the appearance of the clarity of skin between the before and after shots".
"We considered that, in order to make the before and after comparison fair, both shots should have been taken under the same conditions (both without makeup) to ensure that any visible improvement was an accurate representation of what could be achieved with the product," said the ASA.
Iraq Inquiry bombshell: Secret letter to reveal new Blair war lies

The Chilcot Inquiry into the war will interrogate the former Prime Minister over the devastating 'smoking gun' memo, which warned him in the starkest terms the war was illegal.
The Mail on Sunday can disclose that Attorney General Lord Goldsmith wrote the letter to Mr Blair in July 2002 - a full eight months before the war - telling him that deposing Saddam Hussein was a blatant breach of international law.
It was intended to make Mr Blair call off the invasion, but he ignored it. Instead, a panicking Mr Blair issued instructions to gag Lord Goldsmith, banned him from attending Cabinet meetings and ordered a cover-up to stop the public finding out.
He even concealed the bombshell information from his own Cabinet, fearing it would spark an anti-war revolt. The only people he told were a handful of cronies who were sworn to secrecy.
Lord Goldsmith was so furious at his treatment he threatened to resign - and lost three stone as Mr Blair and his cronies bullied him into backing down.
Sources close to the peer say he was 'more or less pinned to the wall' in a Downing Street showdown with two of Mr Blair's most loyal aides, Lord Falconer and Baroness Morgan.
The revelations follow a series of testimonies by key figures at the Chilcot Inquiry who have questioned Mr Blair's judgment and honesty, and the legality of the war.
The Mail on Sunday has learned that the inquiry has been given Lord Goldsmith's explosive letter, and that Mr Blair and the peer are likely to be interrogated about it when they give evidence in the New Year.
Lord Goldsmith gave qualified legal backing to the conflict days before the war broke out in March 2003 in a brief, carefully drafted statement. As The Mail on Sunday disclosed three years ago, even that was a distortion as Lord Goldsmith had told Mr Blair a week earlier he could be breaking international law.
But today's revelations show that Lord Goldsmith told Mr Blair at the outset, and in writing, that military action against Iraq was totally illegal.

Pressured: Lord Goldsmith leaves No10 in March 2003 after talks with Blair
The disclosures deal a massive blow to Mr Blair's hopes of proving he acted in good faith when he and George Bush declared war on Iraq. And they are likely to fuel further calls for Mr Blair to be charged with war crimes.
Lord Goldsmith's 'smoking gun' letter came six days after a Cabinet meeting on July 23, 2002, at which Ministers were secretly told that the US and UK were set on 'regime change' in Iraq.
The peer, who attended the meeting, was horrified. On July 29, he wrote to Mr Blair on a single side of A4 headed notepaper from his office.
Friends say it was no easy thing for him to do. He was a close friend of Mr Blair, who gave him his peerage and Cabinet post. The typed letter was addressed by hand, 'Dear Tony', and signed by hand, 'Yours, Peter'.
In it, Lord Goldsmith set out in uncompromising terms why he believed war was illegal. He pointed out that:
- War could not be justified purely on the grounds of 'regime change'.
- Although United Nations rules permitted 'military intervention on the basis of self-defence', they did not apply in this case because Britain was not under threat from Iraq.
- While the UN allowed 'humanitarian intervention' in certain instances, that too was not relevant to Iraq.
- It would be very hard to rely on earlier UN resolutions in the Nineties approving the use of force against Saddam.
Lord Goldsmith ended his letter by saying 'the situation might change' - although in legal terms, it never did.
The letter caused pandemonium in Downing Street. Mr Blair was furious. No10 told Lord Goldsmith he should never have put his views on paper, and he was not to do so again unless told to by Mr Blair.
The reason was simple: if it became public, Lord Goldsmith's letter could make it impossible for Mr Blair to fulfil his secret pledge to back Mr Bush in any circumstances. More importantly, it could never be expunged from the record as copies were stored in No10 and in the Attorney General's office.
Although Lord Goldsmith had Cabinet status, he attended meetings only when asked. After his letter, he barely attended another meeting until the eve of the war. Mr Blair kept him out to reduce the chance of him blurting out his views to other Ministers.
When Mr Blair is quizzed by the Chilcot Inquiry, he will be asked why he never admitted he was told from the start that the war was illegal.
Equally ominously for Mr Blair, a defiant Lord Goldsmith is ready to defend the letter when he appears before the inquiry. Friends of the peer, widely derided for his role in the Iraq War, believe it will vindicate him.
A source close to Lord Goldsmith said: 'He assumed, perhaps naively, that Blair wanted a proper legal assessment. No10 went berserk because they knew that once he had put it in writing, it could not be unsaid.
'They liked to do things with no note-takers, and often no officials, present. That way, there was no record. Everything could be denied.

'Goldsmith threatened to resign at least once. He lost three stone in that period. He is an honourable man and it was a terribly stressful experience.'
Lord Goldsmith's wife Joy, a prominent figure in New Labour dining circles, played a crucial role in talking him out of quitting.
'Joy was always very ambitious on Peter's behalf and did not want to see him throw it all away,' said a source.
Lord Goldsmith's letter contradicts Mr Blair's repeated statements, before, during and after the war on its legality.
In April 2005, the BBC's Jeremy Paxman repeatedly asked him if he had seen confidential Foreign Office advice that the war would be illegal without specific UN support.
Mr Blair said: 'No. I had the Attorney General's advice to guide me.' At best, it was dissembling. At worst, it was a blatant lie.
Mr Blair knew all along that Lord Goldsmith had told him the war was illegal, and that when the peer finally gave it his cautious backing, he did so only under extreme duress.
The Mail on Sunday has also obtained new evidence about the way Lord Goldsmith was bullied into backing the war at the 11th hour.
He was summoned to a No10 meeting with Lord Chancellor Lord Falconer and Baroness Sally Morgan, Mr Blair's senior Labour 'fixer' in Downing Street. No officials were present.
A source said: 'Falconer and Morgan performed a pincer movement on Goldsmith. They more or less pinned him up against the wall and told him to do what Blair wanted.'
After the meeting, Lord Goldsmith issued his brief statement stating the war was lawful.
Lord Falconer said in response to the latest revelations: 'This version of events is totally false. The meeting was Lord Goldsmith's suggestion and he told us what his view was.'
Baroness Morgan has also denied trying to pressure Lord Goldsmith.
The legal row came to a head days before the war, when the UN refused to approve military action. Stranded, Mr Blair had to win Lord Goldsmith's legal backing, not least because British military chiefs refused to send troops into action without it.
On March 17, three days before the conflict started, Lord Goldsmith said the war was legal on the basis of previous UN resolutions threatening action against Saddam - even though in his secret letter of July 2002, he had ruled out this argument.
A spokesman for Lord Goldsmith said: 'This letter is probably in the bundle that has been supplied to the inquiry by the Attorney General's department. It is presumed they will want to discuss it with him. If so, Lord Goldsmith is content to do so.
'His focus is on the legality of the war, its morality is for others.'
A spokesman for the Chilcot Inquiry said: 'We are content we have obtained all the relevant documents.'
A spokesman for Mr Blair refused to say why the former Prime Minister had not disclosed Lord Goldsmith's July 2002 letter.
'The Attorney General set out the legal basis for action in Iraq in March 2003,' he said. 'Beyond that, we are not getting into a running commentary before Mr Blair appears in front of the Chilcot committee.'
Leading international human rights lawyer Philippe Sands said: 'The Chilcot Inquiry must make Lord Goldsmith's note of 29 July, 2002, publicly available to restore public confidence in the Government.'

Blair 'knew WMD claim was false'

By the time Tony Blair led Britain to attack Iraq, he had stopped believing his own lurid claims about Saddam Hussein's weapons of mass destruction, according to an unpublished interview with the late Robin Cook, the former Leader of the Commons who resigned from the Cabinet just before the invasion in March 2003.
In the interview, which Cook gave me in 2004, the year before his death, he described Blair's actions as 'a scandalous manipulation of the British constitution', adding that if the then Prime Minister had revealed his doubts, they would have rendered the war illegal.
Cook, who was in almost daily contact with Blair in the months before his resignation, said that in September 2002, when the Government published its infamous dossier claiming Saddam had tried to buy uranium for nuclear weapons and could deploy WMDs within 45 minutes, Blair did believe these claims were true. But he added:
'By February or March, he knew it was wrong. As far as I know, at no point after the end of 2002 did he ever repeat those claims.'

On March 18, Blair had to face the Commons to ask it to vote for war but he knew, Cook added, 'that if he now publicly withdrew the dossier's claims, his position would be lost'.
Therefore Blair kept silent and so secured the war resolution, though 139 Labour MPs voted against him.
Cook added that if Blair had revealed his doubts, this would also have made it impossible for Lord Goldsmith to issue the fateful legal advice that Britain's Service chiefs had been demanding: that war would be lawful.
'What I've never seen satisfactorily defended by the Government is whether that opinion still stands up if the premise on which it was based - the claims in the dossier - turn out to be false,' Cook said.
'Tony didn't focus on WMDs only for political reasons, but for legal reasons. He knew he was not going to get the Attorney General on side on any basis other than that Saddam had illegal weapons and could not be disarmed by any means other than war.'
Cook's is not the only bombshell that remains unpublished. Last week, Sir Christopher Meyer, the former British Ambassador to Washington, told the Chilcot Inquiry that though Blair kept insisting almost to the end that 'nothing was decided' on Iraq, his decision to support the invasion actually went back to April 2002, when he visited President Bush's Texas ranch.
However, both Meyer and other British and American officials told me in 2004 that Blair made up his mind even before April and that even then, Blair was saying in private that Britain would join the attack as long as Bush got UN backing. That meant proving Saddam had active WMDs, as the UN would not authorise an attack on any other basis.
Revelations: Sir Christopher Meyer and the late Robin Cook
Meyer told me: 'Some time during the first quarter of 2002, Blair had become resigned to war.'
Having committed himself to war, Blair believed he had to get military action approved by the UN to make the invasion legal, and to get the support of his own party back home. But leading figures close to Bush were deeply hostile to this idea, and would have much preferred to attack unilaterally.
Perhaps the most shocking disclosures concerned Blair's propensity to bend the truth. For example, on July 26, 2002, Clare Short, then International Development Secretary, asked Blair whether war was looming.
His response was that she should go on holiday untroubled, because 'nothing had been decided, and would not be over the summer'.
In fact, at that very moment, his adviser Sir David Manning was engaged in feverish diplomacy in Washington - because although Blair thought Bush had promised to go to the UN, he seemed to be changing his mind. Manning even had a personal audience with Bush.
A few days later, Bush and Blair spoke by telephone. A senior White House official who read the transcript told me: 'The way it read was that, come what may, they were going to take out the regime. I remember reading it and thinking, "OK, now I know what we're going to be doing for the next year."'
Later, both leaders would state repeatedly that they had not decided to go to war. But the official said: 'War was avoidable only if Saddam ceased to be president of Iraq. It was a done deal.'
Yet the hawkish neo-conservatives at the Pentagon were still fighting hard to avoid the UN route, which would require a narrowing of focus on to WMDs. The crunch came at a summit at Camp David on September 7, 2002, when, most unusually, not only Bush but the neo-con vice president Dick Cheney met Blair. Cheney's role, Meyer said, was solely to try to persuade Bush not to go to the UN.
In desperation, Blair, according to another White House official, told Bush and Cheney that he could be ousted at the Labour conference later that month if Bush ignored the UN. Afterwards, the official said, he and his colleagues pored over the party's constitution, discovering that it was most unlikely that this threat would materialise.
But by then it was too late: a week after the summit, Bush spoke at the UN General Assembly, and announced America would be seeking what became Resolution 1442 - the resolution that, in Lord Goldsmith's eyes, allowed British soldiers to kill Iraqis without being prosecuted for murder.
But not all who once saw Blair as a friend have forgiven him. 'Blair was absolutely the reason why we went to the UN, because it was believed that his political fortunes absolutely demanded it,' said David Wurmser, formerly Cheney's chief Middle East adviser. 'It really was a political concession to Blair - and also a disastrous misjudgment.'

They include full transcripts of extraordinarily frank classified interviews in which British Army commanders vent their frustration and anger with ministers and Whitehall officials.
The reports disclose that:
Tony Blair, the former prime minister, misled MPs and the public throughout 2002 when he claimed that Britain’s objective was “disarmament, not regime change” and that there had been no planning for military action. In fact, British military planning for a full invasion and regime change began in February 2002.
The need to conceal this from Parliament and all but “very small numbers” of officials “constrained” the planning process. The result was a “rushed”operation “lacking in coherence and resources” which caused “significant risk” to troops and “critical failure” in the post-war period.
Operations were so under-resourced that some troops went into action with only five bullets each. Others had to deploy to war on civilian airlines, taking their equipment as hand luggage. Some troops had weapons confiscated by airport security.
Commanders reported that the Army’s main radio system “tended to drop out at around noon each day because of the heat”. One described the supply chain as “absolutely appalling”, saying: “I know for a fact that there was one container full of skis in the desert.”
The Foreign Office unit to plan for postwar Iraq was set up only in late February, 2003, three weeks before the war started.
The plans “contained no detail once Baghdad had fallen”, causing a “notable loss of momentum” which was exploited by insurgents. Field commanders raged at Whitehall’s “appalling” and “horrifying” lack of support for reconstruction, with one top officer saying that the Government “missed a golden opportunity” to win Iraqi support. Another commander said: “It was not unlike 1750s colonialism where the military had to do everything ourselves.”
The documents emerge two days before public hearings begin in the Iraq Inquiry, the tribunal appointed under Sir John Chilcot, a former Whitehall civil servant, to “identify lessons that can be learnt from the Iraq conflict”.
Senior military officers and relatives of the dead have warned Sir John against a “whitewash”.
The documents consist of dozens of “post-operational reports” written by commanders at all levels, plus two sharply-worded “overall lessons learnt” papers – on the war phase and on the occupation – compiled by the Army centrally.
The analysis of the war phase describes it as a “significant military success” but one achieved against a “third-rate army”. It identifies a long list of “significant” weaknesses and notes: “A more capable enemy would probably have punished these shortcomings severely.”
The analysis of the occupation describes British reconstruction plans as “nugatory” and “hopelessly optimistic”.
It says that coalition forces were “ill-prepared and equipped to deal with the problems in the first 100 days” of the occupation, which turned out to be “the defining stage of the campaign”. It condemns the almost complete absence of contingency planning as a potential breach of Geneva Convention obligations to safeguard civilians.
The leaked documents bring into question statements that Mr Blair made to Parliament in the build up to the invasion. On July 16 2002, amid growing media speculation about Britain’s future role in Iraq, Mr Blair was asked: “Are we then preparing for possible military action in Iraq?” He replied: “No.”
Introducing the now notorious dossier on Iraq’s supposed weapons of mass destruction, on Sept 24, 2002, Mr Blair told MPs: “In respect of any military options, we are not at the stage of deciding those options but, of course, it is important — should we get to that point — that we have the fullest possible discussion of those options.”
In fact, according to the documents, “formation-level planning for a [British] deployment [to Iraq] took place from February 2002”.
The documents also quote Maj Gen Graeme Lamb, the director of special forces during the Iraq war, as saying: “I had been working the war up since early 2002.”
The leaked material also includes sheaves of classified verbatim transcripts of one-to-one interviews with commanders recently returned from Iraq – many critical of the Whitehall failings that were becoming clear. At least four commanders use the same word – “appalling” – to describe the performance of the Foreign Office and Ministry of Defence.
Documents describe the “inability to restore security early during the occupation” as the “critical failure” of the deployment and attack the “absence of UK political direction” after the war ended.
One quotes a senior British officer as saying: “The UK Government, which spent millions of pounds on resourcing the security line of operations, spent virtually none on the economic one, on which security depended.”
Many of the documents leaked to The Sunday Telegraph deal with key questions for Sir John Chilcot and his committee, such as whether planning was adequate, troops properly equipped and the occupation mishandled, and will almost certainly be seen by the inquiry.
However, it is not clear whether they will be published by it.

There is something familiar about the tide of misinformation which has swept through the subject of sex trafficking in the UK: it flows through exactly the same channels as the now notorious torrent about Saddam Hussein's weapons.
In the story of UK sex trafficking, the conclusions of academics who study the sex trade have been subjected to the same treatment as the restrained reports of intelligence analysts who studied Iraqi weapons – stripped of caution, stretched to their most alarming possible meaning and tossed into the public domain. There, they have been picked up by the media who have stretched them even further in stories which have then been treated as reliable sources by politicians, who in turn provided quotes for more misleading stories.
In both cases, the cycle has been driven by political opportunists and interest groups in pursuit of an agenda. In the case of sex trafficking, the role of the neo-conservatives and Iraqi exiles has been played by an unlikely union of evangelical Christians with feminist campaigners, who pursued the trafficking tale to secure their greater goal, not of regime change, but of legal change to abolish all prostitution. The sex trafficking story is a model of misinformation. It began to take shape in the mid 1990s, when the collapse of economies in the old Warsaw Pact countries saw the working flats of London flooded with young women from eastern Europe. Soon, there were rumours and media reports that attached a new word to these women. They had been "trafficked".
And, from the outset, that word was a problem. On a strict definition, eventually expressed in international law by the 2000 Palermo protocol, sex trafficking involves the use of force, fraud or coercion to transport an unwilling victim into sexual exploitation. This image of sex slavery soon provoked real public anxiety.
But a much looser definition, subsequently adopted by the UK's 2003 Sexual Offences Act, uses the word to describe the movement of all sex workers, including willing professionals who are simply travelling in search of a better income. This wider meaning has injected public debate with confusion and disproportionate anxiety.
Two academics from the University of North London, Liz Kelly and Linda Regan, tried to estimate the number of women who had been trafficked in the UK during the calendar year 1998, an exercise which they honestly described as "problematic".
First, there was the problem of the word, which Kelly and Regan solved by accepting all variations of its meaning. Then, there was the shortage of facts. They spoke to specialists, studied news reports and surveyed police, who reported that 71 women had been "trafficked", whether willingly or not, during 1998. In Stopping Traffic, which they published in May 2000, Kelly and Regan argued that the real scale of the problem was probably bigger than this and, in the absence of any accurate data, they made various assumptions which they themselves described as "speculative".
At the very least, they guessed, there could be another 71 trafficked women who had been missed by police, which would double the total, to 142. At the most, they suggested, the true total might be 20 times higher, at 1,420.
But reaching this figure involved a further quadrupling of the number of victims missed by police, plus quadrupling existing estimates by sex health workers, plus assuming the accuracy of a newspaper report that "hundreds" of women had been trafficked into the UK from Albania and Kosovo, plus assuming that mail-order brides were also victims of trafficking, plus adding women who were transported within the UK as well as those brought into the UK.
Kelly and Regan were transparent and honest about the speculative character of their assumptions. They were clear about their adoption of the widest possible meaning of the term. They presented their conclusion with caution: "It can be estimated that the true scale of trafficking may be between two and 20 times that which has been confirmed."
And they presented their conclusion as a range of possibilities: "It is recognised that this is a wide range, but it indicates the likely scale of the problem while reflecting the poverty of information in this area."
During the following years, the subject attracted the attention of religious groups, particularly the Salvation Army and an umbrella group of evangelicals called Churches Alert to Sex Trafficking Across Europe (Chaste). Chaste explicitly campaigned for an end to all prostitution and, quoting their commitment to the principles of the Kingdom of God, they were enlisted as specialist advisers to the police.
Chaste took the work of Kelly and Regan, brought the estimate forward by two years, stripped out all the caution, headed for the maximum end of the range and declared : "An estimated 1,420 women were trafficked into the UK in 2000 for the purposes of constrained prostitution."
The misleading figure was repeated in news stories and adopted by politicians. Even the government's Crimestoppers campaign recycled it. And over and over again, the absence of a definition in the original work was replaced with the certainty that this was about women who were forced to work against their will. Chaste spoke repeatedly about "sexual enslavement" and "sex slavery".
Three years after the Kelly/Regan work was published, in 2003, a second team of researchers was commissioned by the Home Office to tackle the same area. They, too, were forced to make a set of highly speculative assumptions: that every single foreign woman in the "walk-up" flats in Soho had been smuggled into the country and forced to work as a prostitute; that the same was true of 75% of foreign women in other flats around the UK and of 10% of foreign women working for escort agencies. Crunching these percentages into estimates of the number of foreign women in the various forms of sex work, they came up with an estimate of 3,812 women working against their will in the UK sex trade.
Margin of error
The researchers ringed this figure with warnings. The data, they said, was "very poor" and quantifying the subject was "extremely difficult". Their final estimate was "very approximate", "subject to a very large margin of error" and "should be treated with great caution" and the figure of 3,812 "should be regarded as an upper bound".
No chance. In June 2006, before the research had even been published, the then Home Office minister Vernon Coaker ignored the speculative nature of the assumptions behind the figure, stripped out all the caution, headed for the maximum end of the range and then rounded it up, declaring to an inquiry into sex trafficking by the Commons joint committee on human rights: "There are an estimated 4,000 women victims."
The Christian charity Care announced: "In 2003, the Home Office estimated there were 4,000 women and girls in the UK at any one time that had been trafficked into forced prostitution." The Salvation Army went further: "The Home Office estimated that in 2003 ... there were at least 4,000 trafficked women residing in the UK. This figure is believed to be a massive underestimation of the problem." Anti-Slavery International joined them, converting what the Home Office researchers had described as a "very approximate" estimate into "a very conservative estimate".
The Home Office, at least, having commissioned the research, was in a position to remind everybody of its authors' warnings. Except it didn't.
In March 2007, it produced the UK Action Plan on Human Trafficking and casually reproduced the figure of 4,000 without any of the researchers' cautions.
The evidence was left even further behind as politicians took up the issue as a rallying call for feminists. They were led by the Labour MP for Rotherham and former Foreign Office minister Denis MacShane, who took to describing London as "Europe's capital for under-aged trafficked sex slaves". In a debate in the Commons in November 2007, MacShane announced that "according to Home Office estimates, 25,000 sex slaves currently work in the massage parlours and brothels of Britain."
There is simply no Home Office source for that figure, although it has been reproduced repeatedly in media stories.
Two months later, in another Commons debate, MacShane used the same figure, but this time he attributed it to the Daily Mirror, which had indeed run a story in October 2005 with the headline "25,000 Sex Slaves on the Streets of Britain." However, the newspaper had offered no evidence at all to support the figure. On the contrary, the body of its story used a much lower figure, of between 2,000 and 6,000 brought in each year, and attributed this to unnamed Home Office officials, even though the Home Office has never produced any research which could justify it.
MacShane was not deterred.
"I used to work for the Daily Mirror, so I trust the report," he said.
Sources
The then solicitor general, Vera Baird, replied by warning MacShane that "we think that his numbers from the Daily Mirror are off" and then recycled the figure of 4,000 without any of the researchers' cautions. MacShane then switched line and started to claim, for example in a letter to the Guardian in September 2008, that there were "18,000 women, often young girls, trafficked into Britain as sex slaves." He used this same figure in another debate in the House of Commons, adding "We have to get the facts and figures right."
On this occasion, the source he was quoting was Pentameter Two, the six-month national police operation which failed to find a single person who had forced anybody into prostitution. But MacShane had a point: presenting the results of the operation to the press in July 2008, its operational head, Tim Brain, the chief constable of Gloucester, was widely reported to have said that there were now 18,000 victims of trafficking in the UK and that this included under-age girls.
Other senior figures who were involved with this press conference say they were taken completely by surprise by Brain's claim. "None of us knew where that came from," according to one senior figure. "It wasn't in his pre-brief. It wasn't in anything: ministers weren't briefed. Tim may have meant to say 1,800 and just got his figures mixed up."
Brain now agrees that the figure is not correct and suggested to the Guardian that he had been trying to estimate the total number of prostitutes in the UK, not the total number of trafficked women.
But the damage had been done. Patrick Hall, Labour MP for Bedford, solemnly told the House of Commons that there was sex trafficking "in towns and villages throughout the land."
Fiona Mactaggart, a former Home Office minister, in January 2008 outstripped MacShane's estimates, telling the House of Commons that she regarded all women prostitutes as the victims of trafficking, since their route into sex work "almost always involves coercion, enforced addiction to drugs and violence from their pimps or traffickers." There is no known research into UK prostitution which supports this claim.
In November 2008, Mactaggart repeated a version of the same claim when she told BBC Radio 4's Today in Parliament that "something like 80% of women in prostitution are controlled by their drug dealer, their pimp, or their trafficker." Again, there is no known source for this.
Challenged to justify this figure by a different Radio 4 programme, More or Less, in January 2009, Mactaggart claimed that it comes from the Home Office's 2004 report on prostitution, Paying the Price. But there is no sign of the figure in the report.
In the summer of 2004, The Poppy Project, which is committed to ending all prostitution on the grounds that it "helps to construct and maintain gender inequality", surveyed London prostitutes working in flats and found that 80% of them were foreign, a finding which is well supported. They then added, without any clear evidence, that "a large proportion of them are likely to have been trafficked into the country", a conclusion which is challenged by specialist police, but which was then recycled through numerous media reports and political claims.
Last year (2008), Poppy published a report called The Big Brothel, which claimed to be the most comprehensive study ever conducted into brothels in the UK and which claimed to have found "indicators of trafficking in every borough of London".
That report was subsequently condemned in a joint statement from 27 specialist academics who complained that it was "framed by a pre-existing political view of prostitution". The academics said there were "serious flaws" in the way that data had been collected and analysed; that the reliability of the data was "extremely doubtful"; and that the claims about trafficking "cannot be substantiated."
Illusion
But by that time, the report had generated a mass of news stories, most of which took the unreliable results and overstated them. Like Chaste, the Poppy Project, which has been paid nearly £6m to shelter trafficked women, has been drafted in to advise police and continues to have its own office in the Sheffield headquarters of the UK Human Trafficking Centre.
The cacophony of voices has created the illusion of confirmation.
Politicians and religious groups still repeat the media story that 40,000 prostitutes were trafficked into Germany for the 2006 world cup – long after leaked police documents revealed there was no truth at all in the tale. The Daily Mirror's baseless claim of 25,000 trafficking victims is still being quoted, recently, for example, by the Salvation Army in written evidence to the home affairs select committee, in which they added : "Other studies done by media have suggested much higher numbers."
Somewhere beneath all this, there is a reality. There have been real traffickers.
Since the Sexual Offences Act came into force in January 2004, internal police documents show that 46 men and women have been convicted and jailed for transporting willing sex workers and 59 people have been convicted for transporting women who were forced to work as prostitutes.
Ruth Breslin, research and development manager for Eaves, which runs the Poppy project, said: "I realise that the 25,000 figure, which is one that has been bandied about in the media, is one that doesn't really have much of an evidence base and may be slightly subject to media hype. There is an awful lot of confusion in the media and other places between trafficking (unwilling victims) and smuggling (willing passengers). People do get confused and they are two very different things."
She said that in the six and a half years since Poppy was founded, a total of 1,387 men and women had been referred to them, of whom they had taken in just over 500 women who they believed had been trafficked into sexual exploitation or domestic servitude by the use of coercion, deception or force. "I do think that there a lot more trafficked women out there than the women we see in our project. I do think there are significant numbers. I would say the figure is in the thousands. I don't know about the tens of thousands. That's probably going too far."
Certainly there have been real victims, some of whom have been compensated as victims of crime. The internal analysis of Pentameter Two, obtained by the Guardian, reveals that after six months of raids across the UK, 11 women were finally "made safe". This clashes with early police claims that Pentameter had rescued 351 victims. By the time that Brain held his press conference in July last year, that figure had been reduced to 167 victims who were said to have been "saved from lives of abuse, exploitation and misery".
However, the internal analysis shows that supposed victims variously absconded from police, went home voluntarily, declined support, were removed by the UK Borders Agency or were prosecuted for various offences.
Dealing with this, the document explains: "The number of 'potential victims' has been refined as more informed decisions have been made about whether or not the individual is believed to be a victim of human trafficking for sexual exploitation ... Initial considerations were made on limited information ... When interviewed, the potential victim may make it clear that they are not in fact a victim of trafficking and/or inquiries may make it clear that they are not and/or inquiries may show that initial consideration was based on false or incomplete information."
Research published recently by Dr Nick Mai of London Metropolitan University, concludes that, contrary to public perception, the majority of migrant sex workers have chosen prostitution as a source of "dignified living conditions and to increase their opportunities for a better future while dramatically improving the living conditions of their families in the country of origin". After detailed interviews with 100 migrant sex workers in the UK, Mai found: "For the majority, working in the sex industry was a way to avoid the exploitative working conditions they had met in their previous non-sexual jobs."
The UK Network of Sex Work Projects, whose outreach workers deal with thousands of prostitutes, told the home affairs select committee last year: "It is undoubtedly the case that women are trafficked into the sex industry. However, the proportion of sex workers of whom this is true is relatively small, both compared to the sex industry as a whole and to other industries." The chairman of that committee, Keith Vaz, observed: "We are told that this is the second largest problem facing the globe after drugs and we do not seem to be able to find the people responsible."
For the police, the misinformation has succeeded in diverting resources away from other victims. Specialist officers who deal with trafficking have told the Guardian that although they will continue to monitor all forms of trafficking, they are now shifting their priority away from the supposed thousands of sex slaves towards the movement within the UK of children who are being sexually abused. They say they are also dealing with more cases where illegal migrant workers of all kinds, including willing sex workers, find themselves being ripped off and overcharged for their transport.
Unheard
However, the key point is that on the sidelines of a debate which has been dominated by ideology, a chorus of alarm from the prostitutes themselves is singing out virtually unheard. In the cause of protecting "thousands" of victims of trafficking, Harriet Harman, the deputy Labour leader and minister for women and equality, has led the parliamentary campaign for a law to penalise men who pay for sex with women who are "controlled for gain" even if the men do so in genuine ignorance.
Repeatedly, prostitutes groups have argued that the proposal is as wrong as the trafficking estimates on which it is based, and that it will aggravate every form of jeopardy which they face in their work, whether by encouraging them to work alone in an attempt to show that they are free of control or by pressurising them to have sex without condoms to hold on to worried customers. Thus far, their voices remain largely ignored by news media and politicians who, once more, have been swept away on a tide of misinformation.
Not being a complete idiot (contrary to the assertion of many readers I've been hearing from), I was not exactly surprised at the e-mails I got in response to my story analyzing why the myths about health-care reform—even the totally loony ones, like death panels—have gained such traction. One retired military officer called me "nothing more than an 'Obama Zombie' that has lost touch with reality," while a housewife sweetly suggested that I sign up for "socialistic medicine" and die, the sooner the better. (My kids get upset when people wish me dead, but hey, they'll survive.) But now I think I understand people who believe the health-care lies—and the Obama-was-born-in-Kenya lie—even better than when I wrote that piece.
Some people form and cling to false beliefs about health-care reform (or Obama's citizenship) despite overwhelming evidence thanks to a mental phenomenon called motivated reasoning, says sociologist Steven Hoffman, visiting assistant professor at the University at Buffalo. "Rather than search rationally for information that either confirms or disconfirms a particular belief," he says, "people actually seek out information that confirms what they already believe." And God knows, in the Internet age there is no dearth of sources to confirm even the most ludicrous claims (my favorite being that the moon landings were faked). "For the most part," says Hoffman, "people completely ignore contrary information" and are able to "develop elaborate rationalizations based on faulty information."
His conclusions arise from a study he and six colleagues conducted. They were looking at the well-known phenomenon of Americans believing that Saddam Hussein was involved in the 9/11 attacks. Some people, mostly liberals, have blamed that on false information and innuendo spread by the Bush administration and its GOP allies (by former members of the Bush White House, too, as recently as this past March). (As Dick Cheney said in June, suspicion of a link "turned out not to be true.") But the researchers think another force is at work. In a paper to be published in the September issue of the journal Sociological Inquiry(you have to subscribe to the journal to read the full paper, but the authors kindly posted it on their Web site here), they argue that some Americans believe the Saddam-9/11 link because it "made sense of the administration's decision to go to war against Iraq . . . [T]he fact of the war led to a search for a justification for it, which led them to infer the existence of ties between Iraq and 9/11," they write.
For their study, the scientists whittled down surveys filled out by 246 voters, of whom 73 percent believed in a Saddam-9/11 link, to 49 believers who were willing to be interviewed at length in October 2004. Even after the 49 were shown newspaper articles reporting that the 9/11 Commission had not found any evidence linking Saddam and 9/11, and quoting President Bush himself denying it, 48 stuck to their guns: yup, Saddam Hussein, directly or indirectly, brought down the Twin Towers.
When the scientists asked the participants why they believed in the link, they offered many justifications. Five argued that Saddam supported terrorism generally, or that evidence of a link to 9/11 might yet emerge. These counterarguments are not entirely illogical. But almost everyone else offered some version of "I don't know; I don't know anything"—that is, outright confusion over the conflict between what they believed and what the facts showed—or switched subjects to the invasion of Iraq. As one put it, when asked about his Saddam-9/11 belief, "There is no doubt in my mind that if we did not deal with Saddam Hussein when we did, it was just a matter of time when we would have to deal with him." In other words, holding fast to the Saddam-9/11 belief helped people make sense of the decision to go to war against Iraq.
"We refer to this as 'inferred justification,'" says Hoffman. Inferred justification is a sort of backward chain of reasoning. You start with something you believe strongly (the invasion of Iraq was the right move) and work backward to find support for it (Saddam was behind 9/11). "For these voters," says Hoffman, "the sheer fact that we were engaged in war led to a post-hoc search for a justification for that war."
For an explanation of this behavior, look no further than the psychological theory of cognitive dissonance. This theory holds that when people are presented with information that contradicts preexisting beliefs, they try to relieve the cognitive tension one way or another. They process and respond to information defensively, for instance: their belief challenged by fact, they ignore the latter. They also accept and seek out confirming information but ignore, discredit the source of, or argue against contrary information, studies have shown.
Which brings us back to health-care reform—in particular, the apoplexy at town-hall meetings and the effectiveness of the lies being spread about health-care reform proposals. First of all, let's remember that 59,934,814 voters cast their ballot for John McCain, so we can assume that tens of millions of Americans believe the wrong guy is in the White House. To justify that belief, they need to find evidence that he's leading the country astray. What better evidence of that than to seize on the misinformation about Obama's health-care reform ideas and believe that he wants to insure illegal aliens, for example, and give the Feds electronic access to doctors' bank accounts?
Obama's opponents also need to find evidence that their reading of him back in November was correct. They therefore seize on "confirmation" that he wants to, for instance, redistribute the wealth, as in his “spread the wealth around” remark to Joe the Plumber—finding such confirmation in the claims that health-care reform will do just that, redistributing health care from those who have it now to the 46 million currently uninsured. Similarly, they seize on anything that confirms the “socialist” label that got pinned on Obama during the campaign, or the pro-abortion label—anything to comfort themselves that they made the right choice last November.
There are legitimate, fact-based reasons to oppose health-care reform. But some of the loudest opposition is the result of confirmatory bias, cognitive dissonance, and other examples of mental processes that have gone off the rails.
